Managed proposal efforts for Stanley at the corporate level. Primarily managed Army logistics proposal efforts but also lead proposals for DARPA and Department of State. Conducted face-to-face and virtual proposal kick-off meetings with teams of over 30 subcontractors.
Vice President and Program Manager (2004 – 2007)
Program Manager for Systems Engineering and Technical Assistance (SETA) contract with U.S. Army Program Executive Office for Simulation, Training, and Instrumentation (PEO STRI). Managed contract with approximately 120 Morgan employees and 125 subcontractors providing support to all areas of PEO STRI.
- Wrote 80% of the proposal that won Morgan Research this contract.
- Established and managed the Orlando office for Morgan and Stanley Associates.
- Grew contract from $20M to $40M annual revenue by marketing additional capabilities.
Vice President, Omnibus Programs (2001 – 2004)
Program Manager for the U.S. Army Aviation and Missile Command (AMCOM) Omnibus 2000 Contract. Managed Task Orders valued over $130M dealing with all aspects of weapon system acquisition and sustainment. Prepared and reviewed task order proposals, developed cost alternatives, and reviewed and approved budgets. Marketed new business areas and prepared and presented briefings to potential customers.
- Participated in successful proposal efforts resulting in Morgan growing its business with both AMCOM and the NASA Marshall Space Flight Center.
AMDYNE CORPORATION, Huntsville, AL, 1995 – 2001
Program Manager/Division Manager (1997 – 2001)
Managed the Huntsville Office for a small business headquartered in Maryland. Directed efforts on pollution prevention in weapon system acquisition. Coordinated efforts of Army depots, project offices and prime contractors in hazardous material minimization. Supported efforts for Marine Corps Logistics Bases in manufacturing technology. Studied Lean manufacturing techniques for application to maintenance processes.
- Marketed environmental capabilities of company and obtained sole-source contract with AMCOM Environmental Office. Presented papers on work accomplished at national conferences.
Senior Systems Engineer (1995 – 1997)
Supported the Ground Based Sensor (GBS), now called Sentinel radar, Product Office in the concept development and acquisition of the GBS Operator Training System. Wrote proposal for, won, and directed a Small Business Innovation Research (SBIR) program to develop an advanced speech recognition system for use in critical military and commercial applications.
- Prepared draft Program of Instruction (POI) for the Army’s GBS Operator Training Course.
- Performed soldier-machine interface evaluation for the GBS and recommended improvements.
SCIENCE APPLICATIONS INTERNATIONAL CORPORATION, Huntsville, AL, 1988 – 1995
Program Manager
Managed several programs for the development of Distributed Interactive Simulation (DIS) capabilities. Managed SAIC’s Advanced Simulation Center in Huntsville and established DIS capabilities at SAIC’s Huntsville office. Established a DIS training course presented to U.S. Government and contractor personnel and Japanese military. Managed international programs for air and missile defense studies with Japan, Germany and NATO. Produced a video (both English and Japanese versions) showing the tactical ballistic missile threat to Japan, the need for tactical missile defense, and the effectiveness of a suggested defense architecture.
- Participated in the International DIS Workshops establishing the standards for DIS.
- Defined the threat to be used for a joint U.S./German study of extended air defense.
- Wrote the conventional tactical missile threat document used by the NATO Military Committee to determine defense requirements.
ADDITIONAL PROFESSIONAL EXPERIENCE
- Performed simulation and analysis of U.S. and foreign weapon systems to support U.S. and NATO studies of tactical and strategic ballistic missile defense.
- Wrote successful SBIR proposals for, directed, and performed efforts on missile seekers for spread spectrum radars and on a real-time adaptive radome error compensator for missiles.
- Performed simulation, analysis, and testing for the PATRIOT Missile System Counter-Antiradiation Missile (ARM) Program and for a similar program supporting NATO.
- Part-time instructor, lecturer, and assistant professor in computer programming and electronics at the University of Alabama in Huntsville.
